PBC calls for rapid mobilization to allow continuation of ECOWAS Mission in Guinea-Bissau.

Bissau, 17 May 2016 (UNIOGBIS / PIU) - The Configuration for Guinea-Bissau of the United Nations Peacebuilding Commission (PBC) acknowledged on Monday the effective preventive and deterrent role of the ECOWAS Mission in Guinea-Bissau (ECOMIB), and called on the international community to mobilize technical and financial resources and political support, to ensure the extension of its mandate beyond 30 June this year, the expiry date.

In light of resolutions A/ RES/70/262 and S / RES / 2282 (2016) on the review of the Peacebuilding architecture, PBC urges Member States to make good use of resources to ensure the continuity of ECOMIB, in order to help Guinea-Bissau avoid a relapse into tensions.

ECOMIB, the military and police force of the Economic Community of West African States (ECOWAS), is in Guinea-Bissau in order to stabilize the country following another coup in April 2012. All international partners consider unanimously that political instability justifies the continuation of this force in the country, but lack funding.

In a statement released May 16 in New York (USA), the configuration (PBC) to support peacebuilding efforts in the country, recognizing the role of the defense and security forces, particularly in the defense constitutional order and respect for the rule of law by distancing themselves from the political arena, said it is increasingly concerned about the political crisis which has led to institutional paralysis and disabilities to social and economic services of the population.

With regard to the President and all Bissau-Guinean political actors, the PBC calls to reflect on the consequences of the current political crisis in the economic and social development of the country and the opportunities that Guinea-Bissau would lose if it is not quickly resolved. The Commission also recalled the considerable efforts of the international community to provide support for the reconstruction process, including the organization of a round table.

The PBC also underscored the urgent need for members of the government and political party leaders overcome their differences, to break the political deadlock in progress and calm down the tensions. In this regard, the PBC said notes and welcomes the contribution of the Peacebuilding Fund to implementation of key projects that address the current conflict engines, such as in the promotion of national dialogue and justice. PBC urges Guinea-Bissau's partners to encourage all political actors to move quickly towards a mutually acceptable and lasting solution to the crisis, fully respecting the Constitution.

The PBC welcomes the appointment by Mr. Modibo Touré Secretary-General as his Special Representative for Guinea-Bissau and Head of UNIOGBIS, and expresses its appreciation for the leadership of the former Representative of the Secretary-General's Special Mr. Miguel Trovoada, whose mission ended on 30 April 2016. the PBC will continue to carefully monitor the people and the Guinea-Bissau authorities in the search for a consensual solution and national ownership to the current crisis.
