ECOWAS Authority of Heads of State and Government convened an Extraordinary Summit in Niamey to discuss the political developments in Guinea-Bissau

The Government was represented by Foreign Minister Suzy Barbosa. In its final communiqué, ECOWAS Heads of State, inter alia: (i) reminded that since 23 June, President Vaz has been serving as a “President ad interim” and that all his acts must be countersigned by the Prime Minister in order for them to be legal; (ii) recalled that the use of army or security forces to impose illegal acts would be considered as a coup d’état and would trigger sanctions; (iii) requested the ECOWAS Commission to submit a list of individuals trying to derail the electoral process, to be considered for sanctions; (iv) decided to reinforce the ECOMIB (in its strength and mandate) to adequately respond to the challenges before, during and after the election; (v) decided to dispatch to Bissau a high-level mission led by the Chair of the ECOWAS Authority to convey the decisions of the Authority to President Vaz.
